We generally assume that when we buy fuel, it includes the state/provincial tax. However, there are cases where fuel is sold non-tax paid. For example, some Indian Reservations sell their fuel without the tax. If you don't pay for the tax at the point of purchase, you can't take credit for it on your IFTA return. Don't get caught taking a tax credit when there isn't one. It will come back to haunt you in an audit.
